How do I decide if I need to perform a HT for a pressure vessel designed per ASME VIII-1 code?

Rules are provided by code: you definitely need to consult the code as there is quite a bit of parameters to be accounted for.

You must check the Code section you are building to. If it is carbon steel,try UCS-56 for a start.

A good rule of thumb is any welds over 1 1/2" thick in a Carbon Steel Vessel (P-No. 1 material) need to be Post Weld Heat Treated (Stress Relieved), however as the others have said - you need to read ASME VIII Div 1 to be sure.
