Any ideas on how to accomplish this...???

You won't be able to make a continuous radius a hemmed feature.  You would have to create multiple tabs perpendicular and tangent to your radius, then fold these over as a flat hem.

Bummer...I know Pro-E can do it...but I won't
even go there...maybe an ER someday...
