In a Harmonic Filter circuit(tuned LC circuit) Switchgear, a 34.5/0.11Kv PT is connected across feeder terminal with one terminal of secondary connected to earth. No other load is connected.
Is the Pt could be conneted for discharge the charge of capacitor bank.
Would helpful by your valualbel support.

Suggestion: The PTs y-secondary connections are often grounded. The PTs may be spare ones. If they are connected into grounded y-connection than there should not be any significant current flowing in the wye open secondary windings whether the winding has no load with or without the neutral grounded.

Power-class capacitors are supposed to have internal bleeder resistors.  I’d guess the PT is for basic harmonic/bus-voltage measurements, assuming that everything else is symmetrical and not needing more sophisticated checks.
