Is there software that will design simple concrete footing with rebar as in what size according to weight loads.

Yes.  Check the Portland Cement Association (PCA) software.  Additionally, there are several groups that sell footing design software.

They have RISAFoot, fairly inexpensive and works well for both axial, moment x and moment y forces.

Although it's not software, check out the CRSI Manual.  It has tabulated designs for most common reinforced concrete elements (columns, footings, etc.).
