Can someone identify a source where I might find standard recommended torque values for bolts or studs in electrical switchgear (copper or aluminum bus) when used with different types of washers. Specifically, flat washers, conical pressure washers (Bellville) or split washers?

Typically a split washer has been known not to serve the purpose of locking down or holding a bolt / screw once it is torqued.  But I will recommend that if you look into "Spira Locks" (special threaded bolts, screws, nuts and inserts) you will also have available the recommended torque values for all types and sizes for fasteners.  In fact you'll be amazed at the higher torques you can apply to fasteners when you use Spira  Lock threads.
