Can anyone help me to find following data:
What is the average power consumption (in watts) of a normal desk top pc (P2/P3; 220 Volts):
a: during operation (PC + monitor 15")
b: PC only (screen off)

That information is usually on the back of your monitor and PC

Average consumption is 150 watts for a pc and 100 watts for a monitor. Please note that this is 'very' average. There are so many different technologies around that, you should be much better off if you calculate the value using the specifications of the actual equipment you have (or plan to have).

If the system is already built, you could figure out the average use with one of several commercially available products.  These usually fit between the item in question (in this case the computer) and the outlet and have a display on them to monitor activity.  We have several around the building I work in to help reduce lower the electricity bill.

This depends on the Computer components.  Different size processors have different wattage use.  It even depends on how much computing is being done.  Drives go into standby and or sleep mode as well as the Monitor.  Fewer fans helps.  The amount of memory and the type can have an effect too.  

Via makes a VIA MINI-ITX motherboard that can run on a lot less power using a 800 Mhz C3 processors.  I built a computer that runs off of a 60 Watt DC to DC power supply.  A P4/AMD Athlon requires a 300 Watt power supply.

A small 15 inch LCD monitor uses a lot less power than a CRT monitor with a picture tube.
