The Steel Designer's Handbook - published by the Steel Construction Institute.  There are many books on the subject, just go into any University library and look under "Steel",  but this book is a good place to start.

Try also a very classical book by Omer W. Blodgett, Design of welded structures, Lincoln Welding Society. Next, why dont you also take a look at AISC Manuals, they have got great detailing principles in there.

You might find this Excel Template from Techno Consultants Ltd of interest.  It deals with the Analysis & Design of Weld Groups Subjected to Simultaneous Shear, Bending, Torsion and Axial Loading.

The weld groups can have any configuration of multi-linear weld lengths in an x-y plane.  

It uses the elastic method to analyse weld groups subjected to simultaneous tension, compression, shear, bending and or torsion in x, y and z directions.  If present, the influence of unsymmetrical bending is taken into account in the analysis.
