Placement of secondary dimensions (in/mm - mm/in)

Is there a standard that states where the secondary dimension is to be located in reference to the primary dimension? SolidWorks only gives the option of having the secondary dimension above or to the right of the primary dimension. As far as I know the secondary is to be below or to the right.
It just doesn’t make sense. If there is a standard (that follows common sense ;o) ) It can quoted and submitted as an enhancement.
