I am using a product called wonderware scadalarm 5.0 that requires a modem. I just want to use the email capabilities but the software turns off if there is no modem.  Tech support has no way around this limitation and the IT department forbids a modem on a networked computer.  

How could I make something like a loopback connector device that would look like a generic modem on the windows 2k serial port?  

Maybe there is a software solution to creating a virtual modem? Know of any utility that might "fake out" windows into seeing a modem?

Maybe you can fool the software with a loopback connector. You can build one using the following wiring:
