I need to set up a method of communicating with our IBM 390 mainframe via the web, initially read only.

If any one has any ideas, or has does this before, please contact me.

IBM offers several products to do just that.  Have you checked their site?

You Can Use WebSphere(MainFrame Version) IBM Web Server.
WebSphere Support Java Programming too.
or use (IBM CICS)
But in CICS You Should Control Communicate Protocol.
