Is there a standard that states where the secondary dimension is to be located in reference to the primary dimension? SolidWorks only gives the option of having the secondary dimension above or to the right of the primary dimension. As far as I know the secondary is to be below or to the right.

MIL-STD and DOD-STD do not allow dual dimensioning on drawing faces. If you need dual dimensions, you add another sheet with the conversions on it. So, whether or not the the secondary dimension is above, below, or after the primary is moot.
Since MIL-STD's are converting to ANSI/ASME, hopefully someone can enlighten the both of us.
