ice chiller start-up & commissioning

(OP)
I'm the PM for a mechanical project including (2) 150 ton centrif. chillers & (1)ice chiller (BAC). The target date to commission CHW system is end of March 03, however my concern is that at this time there may not be substansial load to properly commission. The centrif. chiller manuf. recommends minimum 75-100 tons load minimun. The BAC ice chiller is scheduled for ice build during winter months. Does anyone have any recommendations including potential risks to prep for including advice on partial commissioning of this type system?
