I am working on a project in Egypt that has a UPS system. The input is 380VAC/3 phase/50HZ and the output is 220VAC/1 Phase/50HZ. The output shows to have a neutral. I need to add a panelboard on the output. Would this panelboard be a 2 wire type (hot and neutral)?

Yes, unless you have a meter or other instrument that needs to read the line to line (phase to phase) voltage or current.  380VAC is the line to line rating.  220VAC is the line to neutal rating (380V/square root of 3).

Suggestion: Check the local safety code. There may be a need to run the third wire for grounding purposes; especially if you have plastic conduits, to ground panel; provide the ground for receptacles, fixtures, etc.
