I am looking for an article on Tempered Water System. Any references will be appreciated.

I don't have any article about tempered water systems, but work extensively with one and designing another at my previous employer.  The process cooled / condensed heavy hydrocarbons that would freeze below 120oF.  Since this could happen with cooling tower water, a tempered water loop was used which supplied water at 140 oF for process cooling.  The water was cooled with an air cooler, but I think a plate-frame exchanger with cooling water would be more economical depending on available utilities.

Any specific issues on tempered water?

Another usual recommendation is to use parallel-flow exchangers to ensure there is no temperature cross-over with possible sodification of the warm stream.
