Power quality issues

(OP)
There is a concern among many electric power professionals that deregulation and competition in the industry may have negative effects on power quality and reliability. I would like to invite comments on power quality, with a focus on the following issues:

-What do you understand by the term "power quality"?
-What devices are most affected by poor power quality and how?
-What standards do we have in North America? What standards are we lacking?
-What should a comprehensive power quality program consist of?

All comments are greatly appreciated.
