PCI VI/O voltage for universal motherboard

PCI VI/O voltage for universal motherboard

(OP)
I'm working on a single board computer design with a PC104 Plus (PCI) connector.  I would like it to accommodate both 3V and 5V cards.  Though there are multiple VI/O pins, it looks like they all must be connected to the same voltage.  What voltage do I connect those pins to for universal support?  Also, should I plug both the 5V key (pin A1) and the 3.3V key (pin D30)?
