Heat Tracing for Submerged Water Suction Line

I am automating the pump out of an onsite storm water pond. The issue I am having is the method of heat tracing to use on the exposed suction line. Under water insulation is an issue. I am looking into either a jacketed pipe with heat tracing inside or the other idea I have is to run mineral insulated cable on the inside of the pipe to act as sort of an immersion heater. Does anyone have any suggestions and if so is there a supplier you recommend?

Maybe a silly question, but why are you heat tracing? I assume that it is stormwater that we are talking about. Therefore the pump only needs to operate during periods of rainfall? Is it a problem if the pond freezes?

how about operating a small pump recirculating the water only during cold conditions to keep the water from freezing?
