Does anyone know of general literature or information on the effect of time at temperature for solution anealing or austenitizing (normalizing) on mechanical properties (especially toughness) and/or corrosion resistance. Information relating to welds/HAZs would be particulary helpfull.

For carbon/low alloy steels, you want to make sure you keep the grain size as small as possible for good toughness. Avoid excessive time at temp. SA usually doesn't need much time, but norm. may need more, depending on what structure you're starting with.

It sounds as if you are asking for the original research on microstructural development that lead to adopting of the MIL and AMS standards, etc. Seems like a lot of searching through early literature (pre-Internet).

then try looking up references in ASM Handbook, Vol. 4: Heat Treating. If you have a good university library nearby, you can start with a journal like Trans. AIME (which became Trans. TMS-AIME, Metallurgical Transactions (split into A & B), and is now Metallurgical and Materials Transactions A & B).
