How to calculate load capacity of new designed part? For e. g washer having OD .250 and ID .125 THk .060 material is Aluminum

What is the function of the washer?

If the washer is part of a threaded fastener assembly I would not want the washer to deflect "cone" very much at all down into the through hole, either elastically or plastically . I also would not want the fastener head to embed into the washer, either at installation, or over time, as that would result in reduced fastener preload and clamping.
