I've got an odd precast detail for some trenches sitting on grade. Usually I would think nothing of it but these support some moving loads perpendicular to the walls of the trench. I'd like to allow for grout between the trenches, and then post tension them together with bar. Then I would use the shear friction values for smooth concrete, counting on the pre tension from the bar, and the shear strength of the bar to resist loads across the joint, i.e. make sure one side doesn't drop under load without the other and cause some additional load effects.

Concerns - can I take shear across the joint if there is a layer of grout in the way?
And can I count on the dowel action of the bar, as this is rarely used?

I would tend to use only the dowel action, and don't consider that rare, but then I am not much of an adherent of shear friction.

Grouted shear key. Quite common in slab bridge construction. Since you already have a post-stressing bar to clamp the joint it should work nicely.

I don't see that this differs much from a doweled pavement joint.
