When i study a piperack design example, i found the load combination is 0.5 times friction load added anchor load for the piperack foundation design. Who can tall me why the combination factor 0.5 is considered? As per PIP-STC01015,the load combination is Ds+ Do+ Ff+T +Af and the factor is 1. Is this example wrong?

What other loads are included in the combination with the 0.5 factor on friction? Generally speaking the load factors are probabilistic. It may be unlikely that the worst case friction load corresponds to the worst case for other loads.

Also, you should identify your terms better. I would presume the following:
Ds = Dead Load of structure
Do = operating load of equipment and pipes
Ff = Friction load
T = Thermal load
Af = Anchor load

Though my assumptions could easily be incorrect.

Incomplete information, where are you getting the example?

For foundation design, thermal friction csncels or only minimal is considered because they act in oppoaite direction.

You need to refer to your company design guide for piperack if you have one.
