I have a 4" block veneer supported by 12" masonry in seismic design category D. The 12" wall is acting as a special reinforced shear wall. Must the 4" block veneer be designed as a nonparticipating element and comply with 7.4.4.1 of ACI 530-13?

If it is truly a masonry veneer, then it is NOT considered a "non-participating element", but is actually considered a veneer which is designed thru Chapter 12. If you look at the end of the commentary to Section 7.1 (Scope), it mentions that Chapter 7 does not apply to masonry veneers or glass unit masonry. In Chapter 12, specifically Section 12.2.2.10, there are additional requirements for veneers in Seismic areas C and above.
