Hi, would a steel girder be considered braced at the points where beams are resting on top of it? No beams on the bottom side of the girder.

Connected with bolts/welds/etc? Possibly. It depends on the connection, what is at the other end of the beam, etc.
Also, there is the question of which flange may or may not be braced. This depends on many factors, including the depth and web stiffness of the girder, the presence of stiffeners, and what type of bracing is desired.
A well-drawn sketch would do wonders here.
