Masonry Bond Beam Not Reinforced

I am working on an older building where the contractor has completely removed the floor system due to various reasons. It appears that during the demolition that the block work at the location of the masonry ko block is just solid blocks in lieu of a traditional poured reinforced knock-out course. The structure is 2-story block, so repairing this is not going to be easy. My initial thoughts are to use a continuous angle that ties all the blocks together. Has anyone ever encountered this?

If you are not adding additional loads, I don't see a reason/excuse for trying to tie the blocks together. I assume the block is laid in traditional running bond, which provide continuity, so the masonry acts as a structural panel.

Using a solid or filled top(semi-solid)has been common.

How did he remove the floor system without affecting the remaining block walls? Removing lateral supports would be more of an issue.

They weren't supposed to remove the floor system, but unfortunately they didn't follow the drawings.
