Masonry Bond Beam Not Reinforced

I am working on an older building where the contractor has completely removed the floor system due to various reasons. It appears that during the demolition that the block work at the location of the masonry ko block is just solid blocks in lieu of a traditional poured reinforced knock-out course. The structure is 2-story block, so repairing this is not going to be easy. My initial thoughts are to use a continuous angle that ties all the blocks together. Has anyone ever encountered this?

Using a solid or filled top(semi-solid)has been common.
How did he remove the floor system without affecting the remaining block walls? Removing lateral supports would be more of an issue.
