On a 230kV XLPE underground line are shunt reactors required for a 5km (3 mile) circuit?
If not at what length would they general be required?
My calculations have the XLPE cable having less than 6 MVAR.

There is no such estimate in electrical. It shall be decided purely based on the power system studies results/observation/recommendation.

In fact it is dangerous to just guess the requirement and provide.

Only way to know for sure will be a load flow, steady state, and transient stability study. It is difficult to say because the cable will have different VAR requirements based on loading and local area voltage. Fixed reactors may not present any challenge or may cause problems just by having them as with no having them in the first place. If you do need shunts, chances are they will have to be adjustable. But again this is all guessing.
