Reference the diagram ASME PG-58.3.1 (A) " Code jurisdictional limits for piping" - Drum type boilers.

Solid bold line indicates " Boiler external piping and Joint"

What exactly is meant by " ASME Section Committee b3.1 has been assigned technical responsibility"?

I have always perceived this as you use the b31.1 code book for engineering type things like code calcs, stress values, etc.

For WPS,PQR,required NDE, heat treatment, stamping, data forms....all would follow the requirements of boiler proper. Ie, you use the B31.1 book for design requirements and you weld it up and test it to ASME sect 1.

Is this correct?

No, technical responsibility means technical requirements are followed in B31.1 related to minimum wall thickness, welding, NDT acceptance, material, etc. Administrative authority means stamping, partial data reports and final hydrostatic testing for a completed boiler would fall under Section I.
