Is it acceptable for the MTR to show tensile testing done on normalized coupons, if the material (plate) itself is as-rolled (not normalized)? Or must the MTR show tensile testing done on as-rolled material? Test coupon was 516-70-N, plate provided is 516-70

Are there any exemptions allowing this?

You should refer to SA-516-70 of ASME Section II-A. This will define what is required on the MTR to conform to the material specification.

Are you sure there is no testing done on AR material. I have received MTRs with tensiles done on a normalized coupon, but they also have tensiles done on AR condition.
