Pressure 0.9kg/cm2, Temperature 300°C, Dowtherm oil vapour,1"Globe valve jammed & not operating, what will be cause please

Here are some further questions you need to answer, as there maybe many reasons that it is jammed

You mention nothing about the type of actuator, the service history of the valve(new or old, well or poorly maintained, operated often or infrequently etc).
Is it jammed open or closed?
What flow rates does it handle?
What are the materials of construction?
Is Dowtherm oil vapor the process fluid?

Who do you think we are, The Amazing Kreskin? At best, we can guess at the possibilities. These may be educated guesses, but you can do some forensic investigation with the valve itself and probably know what the issue is. My guess is a valve stem leak, the dowtherm vapors condensed and gummed up the valve stem, and it got stuck. My advice is seek the help of a knowledgeable instrument mechanic and go look into it with them.

Hand wheel operated 1" CL.800 Globe valves, Body materiel A105 Trim 8, During commissioning some valves observed not operating.
Do share such reasons for jam & i want to know more about Dowtherm oil vapour will be helpful please

Ask the guys that installed them, did they ever operate?
Did anyone check these before the system was commissioned? (obviously not)
It could be anything from corrosion shipping to damage in installation.

How many "Hand wheel operated 1" CL.800 Globe valves, Body materiel A105 Trim 8" that were installed failed?

When was commissioning? How long ago?

When did you walk out to the plant site and looked at and photographed every one of the 1 inch globe valve that has failed? Provide those photo's.
