Hello,
I have a cylinder (actually a hydraulic Jack) which is subject to side load and am consdiering jacking stability.
I would like to know if anyone has ever come across any guidance as what to take as the tipping axis for the cylinder.
One reference I have states 0.95 x cylinder radius however this is written around open ball races.

Your jack must withstand whatever force somebody may apply to the side of your jack. I asked a similar question a few years ago, thread507-255357: Tipping Hazard.
