What is the best way manage a die of having more cutting load tonnage than rated press capacity?

for an instance, we have designed a die having total cutting load tonnage is 650T while actual capacity is of the press is 400T. Is there any empirical formulas which give the exact value for staggering or punch or shear angle on the face of a die?
