I have been asked to inspect a HUD (Housing Dept. of Urban Development) Foundation system and its stick framed garage add-on for compliance to the '98 HUD code.
The bank is asking if the garage addition complies with the HUD Code.

The garage is a stick framed add on over a permanent foundation (cast in place concrete).
It seems that the garage is under IRC code, not HUD. Does anyone have experience with a similar situation?

Is the only issue here because the garage/superstructure was built at site or manufactured?
