How viable is separation of waste at source to avoid generation of toxic/hazardous residue from a WTE plant?
What are the common (safe?) uses of fly ash and bottom ash from an MSW-fired incinerator?
Is the control of solid waste by the WTE method (together with good recycling measures, before the waste is sent to the plant) considered a sustainable measure?
If yes, good. If not, how can it be made sustainable? What measures have to be taken?

In the USA we follow USEPA regulations 40 CFR 260, 261, 262.
Program can be question and answer steps following the subparts of the regulations. I would add an extra step to determine if any products of combustion would be hazardous. You can hired a hazardous waste services contractor. They can put together a proposal to evaluate the wastes for WTE.
Fly ash and bottom ash from a WTE plant. Can't help you there. Coal ash can be recycled to a concrete plant. Maybe that helps.
