In case the grounding electrode conductor will be installed in embedded conduit, is there any limitation on the filling ratio of the conduit?
knowing that the conductor within the conduit will be drawn and installed before casting concrete.

I hope that this is non-ferrous conduit.
The Canadian Electrical Code states that the overall area of the conductor may not exceed 53% of the internal area of the conduit.

The conduit fill requirements still apply. Like Waross said make sure using non-ferrous conduit or cut slits in where the conduit enters the enclosure, etc.
