Base plate with anchor rods : they have to be always pre-tensioned as per AISC steel design guide 1 or they can be "snug tightened" ? In such a case "snug tight" means and foresees a minimum torque (i.e. according to size and steel quality of the anchors) or simply the operation of the most powerful fitter ?

Don't specify a tightness or torque, and you'll get something in between.

The plan examiner insisted it be sleeved, so, I put 5' of polyurethane foam tube on it and it was accepted... He had no idea of what he was doing, and, I didn't want to argue with the dude.
