In API 6A Weld neck Flange 10,000 psi rated,is there any recommendation on the pipe, which shall be connected with 3 1/16” weld neck flange? I meant what kind of pipe can be connected to it -material and size

There are no hard and fast rules, so just about anything you want to weld to it, provided you observe the basic dimensions shown in API6A. You can transition up or down in size, if you comply with the requirements shown for Welding Neck Flanges.
Materials are another matter. Materials requirements tend to vary from application to application. What pressure/temperature class will you be working with? Which piping material is specified? What does your weld procedure require?

Simply one that can stand the pressure and suitable for your contents within the allowable thickness of the flange. I think api flanges have min and max bore dimensions.

So A105 might be ok. Depends on your design code and design pressure. It doesn't have to be 10000 psi,
