If I'm welding a 3in tall, 3/16in thick plate normal to a 3/16in plate, we're creating an inverted t-shape. How do I determine the effective width of the plate to use as my flange? I need it to determine my section properties.

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.

Our rule of thumb would say 15t (about 3") on both sides of the weld.

What is this structure? What are you trying to do with this stiffener and how is it loaded? Show us a well proportioned sketch, with dimensions, loads, etc. Remember, we can’t see what you are thinking from here.
