It could be in the generator terminal box.

A-B = 400 Volts
A-C = 400 Volts
A-N = 230 Volts.
The tester inadvertently interchanged one phase and the wye point when testing.
Instead of testing from neutral to A, B, and C he tested from A to B, C, and neutral.

Further to the question I asked:
Regarding to the attach drawing if I change the connection between points 9 and 12 this mean the star point (4,8,9)
What tensions will I measure between the phases and and neutral

Se my previous post.
To see 400 Volts you are measuring phase to phase. A-B, and A-C. To see 400 Volts from two 230 Volt windings the phase angles are correct.
Your friend had one phase interchanged with the neutral when he took his measurement.
