(g) A pad or saddle may be made in more than one piece if joints between pieces have strength equivalent to pad or saddle parent metal, and if each piece has a vent hole.

Please tell me about two reason? why these reason is important for multi-part pad?

The reason for strength seems quite obvious, so I guess you mean a reason with respect to the vent hole? Venting is important to allow any pressure built-up during welding (between the pad and pipe) to escape and not create a new presusre chamber.
