If we have a vessel with material of SA-516-60N and thickness 13 mm . Normally , after we do PWHT 6 hrs holding time and temperature 630 C . Will the material properties will be maintained as per the specification ?

There will be slight degradation in tensile properties and impact (if applicable) when compared with the mill certificate values because of PWHT exposure time. However, as long as the minimum tensile properties are met AFTER PWHT, that is all you need to worry about. The stated properties on the mill certificate are actual and they will change with PWHT and or type of fabrication practice.

One must ask, why do you PWHT 13 mm material for 6 hours? Grade 60 will have no problem meeting its required tensile properties after 6 hrs.

Good question. I would expect lethal service requiring PWHT.
