Lead Head Fasteners & Using My Judgment

I've got a contractor who wants to use some particular fasteners to fasten metal deck to concrete. This leads me to have two questions:

1) Lead head fasteners. He keeps requesting these but, as far as I can tell "lead head" is a generic term a bit like "nail". And that makes it tough to track down ESR reports etc. Anybody know of a specific product that goes by the name "lead head"?

2) My contractor is also interested in using Powers spike anchors for the same purpose. I've no doubt that these would work as the diameter is much larger than typical deck fasteners. That said, I'm having trouble tracking down ESR reports for this purpose. In Canada, this would be a non-issue because we're cowboys and can basically do whatever we like with no oversight. This is US work though. Can I judgement my way through this somehow or do I really need ESR reports etc to be street legal?

1) Does the contractor mean "red head" fasteners? I've never heard of "lead head" before.

2) Have you contacted Powers? I've had them dig up things they don't have on their website. Might be they have an ESR report kicking around.

Wasn't really getting warm fuzzies about the whole conversation but Powers nixed both of the fasteners requested. No ESR reports and corrosion concerns.
