Roles and responsibilities of power distribution department

(OP)
We have two oil and gas gathering platforms and some facilities in a nearby island. These locations form a triangle each at a distance of about 80 kM. The power will be mainly generated in the island, but a small generation is available at the platforms also. Now we are interconnecting these facilities at 145 kV voltage with the help of sub marine EHV cables. The island power generation is about 200 MW. Platform-1 has a generation of about 50 MW. Platform-2 has about 20 MW. Company is planning to set up a dedicated O&M team for the transmission network. We need to specify their roles and responsibilities. The battery limit for this team is the intake substations at the platform and the main substation at the island.

Can I get some resource for reference?

Thanks in advance.
