How can we measure if a tank (steel condensate tank), a large tank has settled any where?
The tank is empty now.

If you don't have any survey/level measurements from when the tank was built, you don't actually know if measured dimensions are settlements or deviation in as-built elevations.
See construction tolerances for foundations in the tank standards, and settlement limitations in API-653.

Won't tell you if the tank bottom was originally built with slope or not for drainage!
If bottom was sloped originally, the top rim was probably constructed level. You could measure upward with surveying instrument or tape measure (if not too high).
