I have a existing 10" wall close to 10' tall around the perimeter of a proposed building. the existing grade around the concrete walls varies on one end it is flush with top of concrete wall on the other it slopes as low as 2' above the top of the footing. the area in question has the existing grade to the top of the wall. steel beams are supported by this wall and steel columns. A metal decking with concrete topping will be placed spanning across the steel beams. Shear walls will be anchored down to the existing concrete walls. The maximum tension force calculated based on the seismic shear force on one of the shear lines is 8330 lbs tension. The shear wall on this shear line will be double sided sheathed with 1/2" ply and nailed with 10d @ 3" o.c. the holddowns being used are Simpson Strongtie HDU11. I am having trouble finding a suitable post installed anchor to meet the large tension load without have the anchor failing due to concrete breakout. I was thinking of some how tieing a 18" wide by 24" deep grade beam on the outside of the existing wall to provide enough concrete around the anchor to prevent breakout. is this an acceptable approach?

Depending on how you connect, I'd say so. What about putting bolts clean through the concrete with a plate on the other end? Plate and bolts would have to be stainless or HDG.
