The equations for Fp 13.3-1 do not include Ω0. Table 13.5-1 has values for Ω0 but is not clear as to when to use them. Does Fp from 13.3-1 get increased by Ω0 or not?

In the precast cladding design example PCI Example 7.5.3.1 there is no use of Ω0. It distinguishes between body of connection (ductile elements) and fasteners (brittle elements). The fastener loads are 3.125 times higher than those for the body of the connection and the wall panels design so it appears that overstrength for seismic design of brittle elements has already been accounted for.
