Hi, I am looking for any design reference concerning aircraft engine test cell concrete structure for the thrust forces and vibrations. Hope someone can shed me some lights.

The engine manufacturer ought to be able to give you the expected force levels for their assembly. The force equations are just statics, and having a big enough block to safely (S.F. > 5) resist those. The manufacturer should also be able to give you some idea of the normal vibrations to be expected, and a maximum worst-case scenario of an unbalanced turbine from destructive failure. For that, you can refer to a slew of guides on designing foundations for dynamic forces.

If you're designing a building for a client, ask them to specify the requirements.

If you're building it for yourself, maybe have a look at other test cells. Though you'd think there's some mil-spec for this. Probably dependent on what you want to test ... 100,000 lbs thrust jet engines, 100 hp prop engines ?

That's a pretty narrow subject matter for a design guide or reference, doubt you will find one. Most well established aircraft companies have built a test cell before. I would check with them for the design forces and requirements and go from there.
