Im looking for a cheap momentary toggle switch that is
rated for 240Vac and between 20-30 amps.
Can anyone help with a low cost
solution?

Of course you have me wondering what benchmark you are using to reference 'cheap'. Your HP requirements will put you up into some cash unless you have a well stocked bone yard. You'll require a relay with a pole for each phase, rated at your load, a momentary pushbutton, and possibly a step down control transformer. Or, a triac, a momentary switch and appropriate resistor should give you control.
