There is no mention of wind loading in the API 12F tank specification.

I am currently working on a bid which requires a 400 BBL skidded tank to resist wind speeds of 160km/h.  I can go to API 650 Section 3.11 for my calculations, but was curious if anyone has any information on wind speed as it relates to API 12F.

One additional note, the uplift forces for a 400 bbl with a pressure setting of 8 oz. are higher than the weight of the roof when constructed as per API 12F recommended roof and shell thichnesses.  The 400 BBL maximun pressure setting is 16 oz as per this code.  How did they determine these pressure values without any anchoring?

Any information on these topics would be greatly appreciated.
