I'd say it is A version of a "rod" seal used in hydraulic cylinders, etc.
The 0-ring is to provide extra outward pressure on the legs/lips for better initial sealing before the pressure builds up, or for sealing in the "opposite" direction. Some use metal springs for that function. I don't recall ever seeing a split version before, but I don't work with them all that much either.
