Please refresh my memory, when talking about one-way slab, we would take a one foot strip from the short direction, is that correct or it was one foot strip of the long direction?

Second if not sure about boundary condition of a two-way slab (a rectangle shape) what would be more conservative to do, assuming all pinned? 3 sides pin one side open?

Question one: short span. from the question you may not have a complete handle on the work... be careful.

Question two: Depends on the support conditions of the two-way slab. Choose the one that suits.

You might want to contact a structural engineer in your local to undertake the design...

The strip with the tension reinforcement in it (hopefully the short side). But it could be the long side based on load path and boundary conditions...
