Peace Upon All,

When we do not need to develop full fy, ACI Says that we can decrease development length in case developing full fy is not required. if i have a corbel is it permitted to me to use reduction factor of excess reinforcement (As,req/As,Prov.) to calculate the Ld for framing hooked bars.

For ACI 318-05:
The area of reinforcing needed for the top primary bars is based on two sums indicated in section 11.9.3.5 which includes these:
(Af + An)
(2Avf/3 + An)

The second term includes Avf which is based on shear friction calculations which do not allow reduction for excess reinforcing.

So you might interpret ACI to require this:
1. If the first term controls (Av + An) then you can reduce the distance.
2. If the second term controls (2Avf/3 + An) then you can't.

The lower Ah steel is also based on Avf but ACI does not say anything about development other than to say you need closed ties.
